Abstract
A strong country must first have a strong agriculture; only when agriculture is strong can the nation be strong. The Central Rural Work Conference was held in Beijing from December 23 to 24. Xi Jinping, General Secretary of the CPC Central Committee, President of the People’s Republic of China, and Chairman of the Central Military Commission, attended the conference and delivered an important speech, emphasizing that comprehensively advancing rural revitalization and accelerating the building of a strong agricultural sector are strategic arrangements made by the Party Central Committee with a view to fully building a modern socialist country. A strong country must first have a strong agriculture; only when agriculture is strong can the nation be strong. Without a strong agricultural sector, there can be no truly modernized nation; without the modernization of agriculture and rural areas, socialist modernization will remain incomplete. We must summon unwavering determination and energy, focus on all aspects of “agriculture, rural areas, and farmers” work with rural revitalization as the central task, vigorously promote the modernization of agriculture and rural areas, and strive to accelerate the building of a strong agricultural sector.

Xi Jinping pointed out that a strong agricultural sector is the foundation of a modern socialist country; meeting the people’s aspirations for a better life, achieving high-quality development, and consolidating the foundation of national security all depend on agricultural development. Building a strong agricultural sector must reflect Chinese characteristics, be grounded in China’s national conditions—specifically our resource endowment of large population and limited land, our rich historical legacy of agrarian civilization, and the contemporary imperative of harmonious coexistence between humanity and nature—and follow a path of our own, rather than simply copying foreign models of agricultural modernization. We must rely on our own strength to ensure food security, develop agriculture under the dual-tier operating system, promote eco-friendly and low-carbon agriculture, carry forward our agrarian civilization, and make solid progress toward common prosperity. At present, we must stay focused on the goal of building a strong agricultural sector, scientifically plan and advance work related to agriculture, rural areas, and farmers, strengthen top-level design, and formulate a plan to accelerate the building of a strong agricultural sector; proceed in an orderly and steady manner, concentrating on foundational and long-term initiatives; tailor approaches to local conditions and emphasize practical results, addressing the most pressing issues in agricultural and rural development and the concerns most strongly voiced by farmers, while avoiding vanity projects that are divorced from reality.
